Abstract: For the rational use and protection of land, the issue of effective implementation of land reform remains relevant. An important aspect in increasing the importance of this reform is the state's interest in land use. It is the main subject of land use control and protection. However, the consolidation of provisions on land protection in the Constitution of Ukraine demonstrates that the preservation of land resources in all spheres of public relations constitutes an important component of the legal policy of Ukraine in the land sphere and the constitutional obligation to protect land not only to the state but also to citizens, legal entities, and local communities. The purpose of the study is to analyse the legislative practice of compliance with the rules of rational use and protection of land resources. The main research methods were general science – analysis and synthesis, induction and deduction. The study considers the role of the state, people, local governments in the management and control of land resources. The main statutory documents governing the use of land resources were considered. Amendments to the legislation of Ukraine in the field of land ownership were proposed to delegate the powers of control of land resources between the state and local communities. The possible expansion of the land powers of the self-government bodies of the united territorial communities was considered. The practical significance of the study lies in the possibility of using results in the development of projects to improve public control over the use of land resources.

Abstract: This research was very important because of incomplete regulations related to Late Payment Arrangements and Variation Procedure Arrangements which are regulated in the Construction Services Law because this was very necessary considering the complexity of problems that occur in the construction world in Indonesia. The amendments to the Implementing Regulations also needed to be improved as regulated in Article 51 of Presidential Regulation N0. 54 of 2010 concerning lump sum contracts, there were no price adjustments and additional work, because in fact any construction work for price adjustment and additional work almost always occurred and almost impossible to avoid. So that these regulations could not be applied in the field and could hinder the implementation of construction project work in Indonesia. It was because most of the construction projects in Indonesia required cooperation with foreign investors.

Abstract: Financial crimes are defined as unfair activities that have become widespread in banking structures. The activities of financial fraudsters often have negative consequences before public rules are created that prohibit them. Intensive transformation processes in financial markets, their automation and virtualisation, the spread of remote interaction between banks and their clients, the influence of unauthorised persons on the software and hardware systems of banks, an increase in the number of cases and trading volumes determine the relevance of clarifying the essence of this phenomenon and the peculiarities of its manifestation in banking structures. The novelty of the study is determined by the fact that financial violations can be represented both in the structure of the current activities of banks and the process of interaction with clients and in the structure of expanding the list of services provided. The leading method to study this problem is the method of analysis, which allows to identify and comprehensively consider ways to counter financial crimes in banks to improve the level of financial security. The authors show that structurally, one should take into account, first of all, countermeasures on the part of customers, which often serve as a source of obtaining personal data. In this case, the state function is considered only as a security function for the purpose of possible punishment for fraudulent actions. The practical significance of the study is determined by the possibilities of structural implementation of combating financial fraudulent actions in the context of the development of the information society.

Infinitive Forms and Conditional Mood of Verbs as a Means of Expressing a Concretizing Relation - Pages 2360-2367

Abstract: A concretizing link is an expression of a specific relationship between concepts using a unique means of relation. Given that, affixes and forms of verbs have a particular place. This article considers the conditions of the infinitive (-ырга/-ергә/-рга) and the conditional mood of the verb (-са/-сә). These affixes in Tatar grammars as part of a subordinate predicate clause are inflectional forms, that is, linking words. The authors study these verb forms to express a concretizing relation and analyze the shades of meanings. A more profound analysis shows that these affixes express different relations between phenomena and connect the verb with other words. They are added to all the verbs and some parts of speech when in speaking. It must be said that the affixes of the conditional mood and, to some extent, the infinitive perform the same functions for the verb as the cases do for the noun. The primary research method is descriptive-analytical with its main components: observation, generalization, and interpretation. For a detailed analysis of the linguistic features of speech, a comparative historical method is also used, which allows for the determination of some tendencies in the development of the grammatical system of the national literary language. In the studies, comparative-typological and statistical methods are also applied.

Informally Self-Employed in Russia: Attitude to Formalization (On the Example of Saint Petersburg) - Pages 2217-2223

Abstract: The paper examines the attitude to the formalization of informally self-employed in Russia on the example of the city of St. Petersburg. The authors proceeded from the position that this social group is heterogeneous, and different characteristics of representatives of this social group affect the attitude to the formalization of their economic activity. The negative attitude to formalization of representatives of this social group was revealed on the surface. However, this negative attitude among different subgroups of informally employed people turned out to be different. The results of the study show that different age groups of informally self-employed people react differently to government initiatives regarding registration of such activities. The presence or absence of social status in the sphere of formal employment, which many self-employed people combine with informal economic activity, proved to be a significant social characteristic in forming the attitude of the informally self-employed to formalization. Thus, the great value has stability of the institutional framework of formal self-employment generated by the state, and the state’s determination to follow its promises given to informally self-employed, so that this social group formalized its economic activity. It was found that a fairly large proportion of the informally self-employed took up a waiting attitude towards the state’s initiatives to formalize the economic activities of this social group. This paper will be useful for representatives of Russian state authorities who are developing measures of socio-economic policy in relation to informally self-employed citizens.
