Abstract: In the context of globalization and international integration, the requirements for knowledge of a foreign language, as an essential component of the professional competence of a modern competitive specialist, have substantially changed. Thus, the purpose of language education in modern conditions is the formation of a secondary linguistic personality, capable of intercultural communication, owning a fluent, clear and logically constructed foreign language speech. This goal leads to the search for creative approaches to professionally oriented teaching of foreign languages, the effectiveness of which is associated with the creation of problematic situations that contribute to unlocking the creative potential of students.

Solving problematic problems contributes to the development of critical thinking, creative activity, interest and motivation to learn a foreign language, analytical skills and spontaneous speech of students. In the conditions of information oversaturation in the modern world, creolized texts occupy has a significant place in the communicative space in professional life. It requires a representative of a modern society to have the ability to decode, interpret information. In this study, the authors consider the informational and linguodidactic potential of foreign-language creolized texts, which can be used as the basis for the development of unprepared speech and discussion skills of students in the framework of organizing a creative educational process. Finally, the authors propose a pedagogical algorithm for the formation of communicative skills of students in the context of the development of spontaneous speech based on creolized texts.

Technical and Economic Indicators of Strategic Management Accounting in the Development Companies Based on the Life Cycle of the Produce - Pages 2697-2704

Abstract: This article discusses the issues of technical and economic indicators of strategic management of a development company and the application of modern management accounting methods. We have analyzed various scientific studies of scientists in the field of product life cycle management and it was found that now this area is very popular and there is a demand for it from modern companies. In that reason for effective control and project planning, it has been proposed to use the Life Cycle Costing method, which can be successfully applied to development. This system was supplemented by the method of Target Costing, which is used for the target cost management. Using this method, the target price was determined, which was used to determine the acceptable margin of the development project at the planning stage. An interaction scheme of responsibility centers was proposed in order to achieve the implementation and effective operation of these systems, which allowed to reduce costs and accelerate sales. Using this proposal, it was possible to reduce design errors that led to significant additional costs.

Abstract: The article considers the nature and purpose of measures of criminal procedure coercion. The authors highlighted the grounds for restricting constitutional rights and freedoms when using coercive means. The author’s definition of measures of criminal procedural coercion is formulated, which means: the preventive action applied by the authorities conducting the criminal process in the criminal case aimed at achieving the objectives of the pre-trial investigation and trial or ensuring proper conduct of the participants in the criminal process specified in the law, if any conditions and circumstances that necessitate the use of such an impact. The issues of legality and localization criteria of personal property and non-property subjective interests of citizens are raised. The analysis of the main classifications of measures of procedural coercion is carried out, and the author's approach to the classification of measures of procedural coercion is proposed, based on the conditions and the real need to limit the rights and legitimate interests of the person. Article materials can be of practical value for employees of investigative units conducting pre-trial investigations and encountering problems with the application of procedural coercive measures.

Abstract: The relevance of the topic is caused by the need to identify trends and characteristics of the investment economy formation in the face of the external economic environment new challenges. The article’s main aim is to develop recommendations for optimizing the directions of the state economic policy in the field of investment activity development. The research is based on an analysis of the current situation and the identification of trends in the formation of Russia's investment economy and its regions. The study's novelty is to identify trends and characteristics in the investment economy formation in the regions of Russia and formulate development sectors in the Republic of Tatarstan. The main results of the study are as follows: issues of the preconditions for the formation of investment activity in the country's economy are examined, as well as macroeconomic indicators that form the financial foundations of the investment economy, the main directions for improving investment attractiveness are identified and proposed, including the use of the advantages of geographical and geopolitical position, increasing the economic, social and political level of development, improving the state of the environmental situation and demographic situation.

Territorial – Means a Spatial, or a New Approach to the Old Criminological Problem Solving - Pages 29-39

Abstract: The article presents a new approach to the possibilities of using the method of analysis of patterns of territorial differences formation in crime rates in regions of the same country in order to expand the understanding of crime causative complex as a whole. The author proves that the effectiveness of territorial approach to crime causes understanding will reach its greatest extent when it is a criminological analysis of territorial-spacial systems functioning, a revelation of their destabilizing factors, sources of disorganization and social tension. But this requires a preliminary solution to the problem of identifying the patterns of territorial socio-economic systems functioning, that the author proposes to do on the basis of the "New Economic Geography" modern achievements. For such an approach, the name "spatial analysis of causative crime complex" is claimed. This analysis, carried with reference to some regions of Central Federal District of Russia, demonstrated the received results importance for a better mechanism of theoretical understanding of crime existence in society. In particular, the conclusion was made that the main reason of crime rates increasing within the territorial socio-economic system (specifically, the Russian Federation region) is the imbalance between theoretically estimated potential of socio-economic development of a definite region at a certain stage of society development and actual vector and dynamics of such development in reality.
