The Optimization Management of Special Autonomy Funds for Acehnese People Welfare - Pages 782-789

Abstract: This research aimed to examine the factors contributing to the less optimum management of the Aceh special autonomy funds for the development and welfare of the Acehnese people. Specifically, Aceh received the special autonomy funds of IDR 56.67 trillion from 2008 to 2018, yet the vast funds have not been successful in change the face of Aceh in terms of poverty, unemployment, and other social diseases. This study employed a descriptive qualitative research design and data collection involved interviews, observation, and document study. The informants were selected by purposive and snowball sampling. The results of the study showed that three factors contributed to the less optimum management of the Aceh special autonomy funds. First, the regulation of the Aceh special autonomy funds management has not been standardized and frequently changed, and thus it cannot be used as a complete guideline. Second, the management authority of the special autonomy funds was unclear between the provincial and the district/city government, resulting in no good coordination between the parties. Third, the poor management of the Aceh special autonomy funds led to the poorly targeted development and community empowerment. Based on the findings, it can be concluded that these three factors hindered the Aceh special autonomy funds from fulfilling the goals of realizing the development and welfare for the Acehnese people.

Abstract: The aim for this article is the elementary question: why does white collar criminals become white collar criminals? The answer is a hypothetical syllogistic constructed hypothesis for further empirical exploration in the agenda. The hypothesis takes its point of departure in biosocial criminology, especially the gene-environment interplay, focused on white collar criminality. The hypothesis proposes a link between criminal attitudes and criminal behavior based on how biological (e.g. intergenerational heredity, MAO-A), neurological (e.g. executive functioning, cortical thickness) and social-psychological/sociological factors (e.g. peer-group, rationalizations, social stress, loss of class status) correlates to each other as a system of mechanisms.

Abstract: The relevance of the study is due to the need to determine the feasibility of using special operational-search measures in the system of operational-search activities of the authorized bodies of Kazakhstan and to establish their place and importance in the fight against crime. In this regard, this article is aimed at identifying and disclosing the essence of operational search activities, identifying their main content. A comparative study of the legislation of individual countries providing for similar activities was carried out in order to identify the features of the conduct and the legal regulation of operational search activities and their significance. As a result of the study, it was concluded that the features of special operational-search measures are manifested only in their number, name, and partly in the content of the actions taken, while their essence is manifested almost equally. Along with this, to ensure the reliability of the results obtained, scientific and technical means are being actively introduced, mechanisms and methods for recording operational information are being improved, and scientific knowledge is being accumulated and well-grounded recommendations for conducting operational-search measures. The materials of the article are of practical value for the bodies that carry out operational investigative activities, scientific and practical workers of the authorized bodies.

The Path of Peace as a Conflict Resolution of Ordinary Crimes in Criminology Perspective in Indonesia - Pages 300-309

Abstract: A peaceful path as a conflict resolution against general criminal acts can be realized in the provisions of criminal reform in the 2014 RKUHP in Indonesia. however, this RKUHP has come into conflict with the public over several crucial articles, so that the President of Indonesia said to cancel the application in 2019. As a result, several general criminal offences are still being processed in the Criminal Justice System. This paper is the result of a juridical the sociological study, with the main data being primary in the form of interviews with several informants with non-random sampling technique and using a case approach and deductive analysis. The results showed that the use of imprisonment on defendants of criminal offences to provide a deterrent effect was wrong. The application of imprisonment does not change the convict for the better, coupled with the fact that prisons in Indonesia are entering an extreme overcrowding situation which then the density has an impact on the coaching program in Lapas not going well. One strategy to overcome these problems is by efforts to form and develop the concept of restorative justice.

The Performance of Management Accountability in Private Higher Education and Its Problem in the Implementation of Good University Governance  - Pages 375-380

Abstract: This study aimed to describe the performance of management accountability in private higher education and its problem in the implementation of good university governance. The study used the qualitative phenomenology approach with a case study design using five private universities in East Java, Indonesia. The universities were selected based on the cluster and rank in Indonesia. The ranking and clusterization were used to evaluate the performance of higher education in Indonesia. The data was divided into primary data from interviews and secondary data from the descriptive analysis. The result showed that all five universities have attempted to increase their performance of management accountability using the capacity-building and good university governance, respectively. However, the primary obstacle of those universities is the capacity-building itself, especially at the individual level.
