Abstract: The article suggests a mechanism for increasing the effectiveness of online education in modern conditions to increase digital economy skills. The purpose of this study is to identify performance indicators of online education and offer recommendations for the development of online educational business. To achieve this goal, the article provides an overview of trends in online education. The role of modern tools for managing and implementing the online educational process is noted. The types of efficiency levers in business are considered. The limit of the effectiveness of levers in online education is determined. The algorithm for managing the effectiveness of online education is based on efficiency levers. Data on the effectiveness of levers of online education efficiency are provided. The possibilities of using various efficiency levers to increase the company's competitiveness in online education are discussed.

Abstract: Health 2020: European health and well-being policy. It focuses on supporting the actions of governments and society in the direction of significantly improving the health and well-being of the population; reducing the level of inequality in receiving medical services; promoting the health of everyone; ensuring that the health care system is "human-centred". The position of the World Health Organization is unequivocal – "the most important general health issue internationally" is patient safety (an integral component of service quality). It was proven that the reduction in the number of medical errors and similar health-related situations is the result of the integration and coordination of services through the participation of patients and consumers of medical services. The purpose of the paper is to investigate and compare the features of tort liability of medical workers under the legislation of Ukraine and the standards of the World Health Organisation. Our research is based on such methods as comparative legal method, method of analysis, formal legal method, as well as bibliographic method. Semasiology of the concept of "tort liability" for health professionals in Ukraine has differences in comparison with the WHO standards. Accordingly, the level of patient safety in Ukraine is such that needs to be improved to meet international standards.

Abstract: In this article, the problem of training specialists with digital competencies for the agricultural sector, as the main industry, necessary for the food security of the state. The analysis of the views of researchers on the issues of teaching youth in the context of global digitalization is presented. The analysis and generalization of information about modern technologies in the system of training personnel for the agro-industrial complex, taking into account the experience of the Omsk State Agrarian University, with the support of modern information and communication technologies. The idea is substantiated that digitalization of production and management processes in the agro-industrial complex is impossible without hard and soft skills with new competencies. The article summarizes new material based on the results of a survey of rural youth in Russia and Kazakhstan on the problem of professional self-determination. The characteristic features of modern students and their self-positioning in the conditions of a changing professional environment are highlighted and described. Special attention in the work of the authors is focused on the need to form an educational trajectory, which is based on the symbiosis of classical agricultural education, practice-oriented learning, project activities, concepts - technologies, e-learning and other digital educational resources. The conclusion reveals the authors' opinion on the forecast trends on the issue under study.

Tourism Industry Perspectives in the Context of the COVID-19 Pandemic Based on the Sustainable Development Concept - Pages 1237-1251

Abstract: The relevance of this study is in the growing popularity of the concept of sustainable development in the tourism sector. The purpose of the article is to determine a systematic basis for the assessment of the possibility of sustainable tourism development at the regional level, as well as determining relevant vectors. In addition, the study considers a number of studies that allow for defining sustainable tourism, as well as determining groups of indicators affecting it. The leading method of studying tourism structure as part of a regional socio-economic system is topological analysis, which allows for identifying functionally significant combinations of factors. Incidence matrices of the structure of indicators with included weighting factors influencing the sustainable development of tourism, analysis of their q-connectivity, the results of the dimension of simplexes, the number of connected components and communication chains, the structural vectors of the complexes were determined and presented. The study proved the presence of simplexes in the complexes. The effects on simplexes can bring the desired result in the quickest and most efficient way. Since tourism is an integral part of environmental, social and economic sectors, and the sustainable development itself can be regarded as a unified system of interaction between them, it is possible to use the above factors in each of the sectors on a case-by-case basis in any territory or enterprise to conserve resources, eradicate poverty and ensure well-being. This research attempts to formalize the factors that determine the sustainable development of tourist destination that gives the full basis for a systematic study of the territory to assess the sustainability of tourism development. The topological analysis shows the mutual influence of simplicial complexes by means of a chain of connections leading to sustainable development.

Abstract: The article seeks to reveal the features of the transformation of the processes of resource provision of enterprises. In fact, a mechanism for providing resources based on digital technologies for the implementation of enterprise development programs has been developed. New approaches to the interaction of enterprises for creating digital models of development process management are formulated. A system of interaction between enterprises in the digital economy is proposed, which makes it possible to make decisions when allocating resources effectively. Among the main problems identified is the low efficiency of the methodological mechanism for resource allocation. Based on the outcomes, it can be concluded that the creation of digital technology is becoming one of the main advantages of the mutual linking of sources of the resource base at all levels of management.
