Abstract: This article analyzes the ways of influence of religious worldview on the spiritual life of Western and Eastern Europe. Considering the arguments in favor of the existence of such a phenomenon as a universal «European worldview», the authors conclude that despite the existence of common grounds, the spiritual life of Western Europe and Eastern Europe (in particular Russia) have fundamental differences.

The authors pay special attention to the figure of St. Sergius of Radonezh who was the embodiment of Russian medieval spirituality. The Saint harmoniously combined «clever prayer» with practical patriotic activity, thus following the principle of «energetic love». The article also analyzes the «contemplative» and «activity» model of man in the context of the dispute between «Nestyazhateli» and «Iosiflyane». The authors conclude that Russian state policy has been mostly «Iosiflyanian», and the philosophy became a haven for «Nestyazhatel».

In conclusion, the authors highlight such a key concept of Orthodox thought as «sobornost», thus noting that in Russian religious thought, human life finds its true meaning only in the human community.

The Social Roots of Contemporary Prejudice

Abstract: Background: Evolutionary theory suggests prejudice may be a result of the evolution of human sociality. In this study, we investigate this claim by integrating theoretical insights of evolutionary theory with the well-established social psychological research on prejudice centering on Right Wing Authoritarianism (RWA) and Social Dominance Orientation (SDO) as the main predictors of prejudice.

Method: First, we developed two different signaling scales, probing respondents’ propensity to signal group commitment in a genuine or deceptive way. We administered a questionnaire consisting of the two signaling measures, RWA, SDO and prejudice measures to 1380 students. Analysis of the data was done using structural equation modeling.

Results: Our results indicate that genuine signaling of one’s commitment to the in-group is positively associated with RWA, and that deceptively signaling one’s commitment to the in-group is positively associated with SDO. Both RWA and SDO are positively related to prejudice.

Conclusion: Our study is the first to empirically reveal the pro-social roots of prejudice using classical measurement instruments. The findings give rise to a new array of research questions.

The Specifics and Patterns of Cybercrime in the Field of Payment Processing - Pages 2021-2030

Abstract: In the modern world, cybercrime in the field of payment processing as a phenomenon is developing rapidly. Highly developed, developing and least-developed states become victims of cyberattacks. The purpose of this study is to analyze the experience of the international community and a number of states in combating cybercrime in the field of payment processing. International and regional (on the example of the Council of Europe) legal regulation of the fight against this type of crime were analyzed. The data on the size of losses caused by cybercrime to the world economy are analyzed according to the latest report from the Center for Strategic and International Studies for 2018, the World Economic Forum for 2019, DLA Piper GDPR for the period January-April 2020. Besides, using the example of the Russian Federation, quantitative indicators of the growth of cybercrime and the level of its detection for the period from 2018 to April 2020 were investigated. Comparison of the experience of individual states and its analysis made it possible to single out the best possible measures to counter cybercrime in the field of financial processing. The necessity of interstate cooperation to counter cybercrime in the field of payment processing is indicated. However, due to the presence of significant differences in the legal systems of all states, it is proposed to interact within the framework of regional communities with gradual transfer to international interaction. The priority is given to precisely preventive measures to counter cybercrime in the field of payment processing.

The Socio-Economic Analysis of Strategic Planning on the Development of Public-Private Partnership: the Experience of Russian Regions - Pages 2705-2710

Abstract: The subject of the article is the item of what is the interrelation between such management frameworks as strategic planning and public-private partnership (PPP). Development of PPP seems relevant especially for particular regions of the country as such a concept allows the salvation of important socio-economic issues of territory and economizing budget resources at the same time. Aside from that, PPP might serve as a tool for stable region development. However, this requires carrying out a purposeful policy on developing public-private partnerships, which is going to be worked on and reflected in regional strategic plans. Within the framework of this deed based on specific Russian region experience, the research is taking place, how exactly perspectives of development and usage of PPP are reflected in strategy documents, and how this is being reflected on the development level of this economical concept. The basis of the study includes such methods as, compilation analysis of regional regulatory legal acts, score-based document-benchmarking study, and integral estimation of PPP development level in Russian Federation regions. The study results allowed estimation of Russian Federation regions experience, to highlight some issues obstructing PPP development, and to suppose a group of recommendations, and using them practically will allow for more accurate and complete securing perspectives of PPP development in regional strategic plans. Moreover, this in turn, will allow making PPP a more effective tool not for investments attraction only, but also for achieving stable development.

The Standard of Proof for Redressing Wrongful Convictions - A Comparative Study with Case Analyses

Abstract: Instances of wrongful conviction have the nature of universality and latency. The determination of wrongful conviction has the nature of ambiguousness and antagonism. The facts behind a case of wrongful conviction are not always black-and-white; sometimes there is a grey zone, meaning that there is no way to determine with accuracy whether the defendant is guilty or not. As a result, the rectification of wrongful conviction becomes very difficult. In the case of Hugejiletu, for example, although the true perpetrator came out in 2005, the wrongful conviction had not been correctedby the court until the end of 2014. Therefore, the standard of proof for redressing wrongful convictions needs to be clarified. Through case analyses of the standard in USA, UK and Germany, we can see that the standard for redressing wrongful convictions are different from the standard for convictions, with the former being generally lower than the latter. We should restate the standard of proof for redressing wrongful convictions in Chinese criminal proceedings, and make distinctions between the standard for starting a retrial, the standard for redressing a wrongful conviction, and the standard for awarding a state compensation.
